Carbon Reduction Plan

NET ZERO COMMITMENT

Topp Tree Care Ltd is committed to achieving Net Zero greenhouse gas emissions by 2050 at the latest.

This commitment applies to our UK operations and to the activities we undertake in delivering contracts for NHS organisations and other clients.

1. Commitment to achieving Net Zero

Topp Tree Care Ltd recognises the need to reduce greenhouse gas (GHG) emissions and supports the UK and NHS ambitions for a lower-carbon economy. We are committed to achieving Net Zero emissions by 2050 at the latest and to reducing emissions progressively through practical measures that are proportionate to our operations as an arboricultural and grounds-maintenance contractor.

This Carbon Reduction Plan has been prepared with reference to the UK Government PPN 006 Technical Standard for Completion of Carbon Reduction Plans and the NHS Net Zero Supplier Roadmap requirements applying to procurements commenced before 1 April 2027.

2. Organisational boundary and reporting period

This plan covers Topp Tree Care Ltd’s UK operations. The first reporting period used for this plan is 2 July 2025 to 30 June 2026, reflecting the company’s first substantially complete year of trading following incorporation in July 2025.

The company will review and update this plan at least annually. The next update will incorporate a fully quantified carbon inventory using the relevant UK Government greenhouse gas conversionfactors and will be completed within six months of the end of the next reporting period.

3. Baseline and current emissions

Our first formal organisational carbon inventory is currently being finalised. Because the business has only recently completed its first full reporting year, historic activity data were not originally collected across every category in the format required for a complete PPN 006 carbon calculation. We have therefore not inserted estimated or unsupported figures into this plan.

We are now consolidating fuel, electricity, waste, business travel, employee commuting and relevant supplier-transport data so that a complete and auditable tCO2e inventory can be reported. This is an interim disclosure of the data position rather than an assertion that emissions are zero.

Emissions source 2025/26 position Measurement approach / status
Scope 1 Quantification in progress Company vehicle, plant and equipment fuel records being consolidated and converted to tCO2e using UK Government conversion factors.
Scope 2 Quantification in progress Purchased electricity data being collated. Location-based emissions will be reported in accordance with the applicable methodology.
Scope 3 - upstream
transport & distribution
Quantification in progress Relevant supplier and purchased transport activity being identified and recorded.
Scope 3 - waste generated
in operations
Quantification in progress Green waste and other operational waste streams being mapped using disposal/transfer records where available.
Scope 3 - business travel Quantification in progress Business travel outside company-owned vehicles being identified; company-owned vehicle fuel is included within Scope 1.
Scope 3 - employee
commuting
Quantification in progress A repeatable annual staff commuting data collection process is being introduced.
Scope 3 - downstream
transport & distribution
Quantification in progress / limited relevance Relevant downstream transport will be reported where applicable to our service activities.

Quantified baseline and current emissions will be inserted in the next annual revision once the first complete dataset has been validated. Topp Tree Care Ltd will retain the underlying records and calculation methodology so that reported figures are auditable and comparable year on year.

4. Carbon reduction measures

The following measures are in place or form part of our continuing carbon-reduction programme and can be applied when delivering contracts:

  • Route planning and job scheduling to reduce unnecessary mileage, repeat journeys and vehicle idling across geographically dispersed sites.
  • Use of appropriately sized vehicles, plant and machinery for the task, together with planned servicing and maintenance to support efficient fuel use and reduce avoidable
  • Progressive use of battery-powered hand tools and equipment where operationally suitable, while retaining task-appropriate equipment where safety, duration or performance requires
  • On-site mulching and practical green-waste reduction where this is suitable for the site and specification, reducing unnecessary transport and disposal
  • Segregation and lawful management of green waste and other waste streams, with recycling or beneficial reuse preferred where practicable.
  • Use of digital job management, electronic records, photographs and communications to reduce paper use and avoid unnecessary administrative travel.
  • Procurement decisions that consider equipment efficiency, durability and whole-life operating impact when plant and vehicles are replaced.
  • Briefing and engagement of staff on efficient driving, avoiding unnecessary idling, responsible equipment use and waste reduction.
  • Review of subcontractor and supplier arrangements so that specialist services are planned efficiently and unnecessary duplicate journeys are avoided.

5. Measures applicable to NHS and other contracts

For NHS contracts, including grounds-maintenance and arboricultural activities, we will apply the measures above through efficient routing, planned attendance, appropriate equipment selection, digital reporting, waste minimisation and coordinated specialist support. Carbon reduction will be considered alongside safety, service continuity, emergency access, quality and contractual requirements; environmental measures will not be implemented where they would compromise safe or effective service delivery.

6. Monitoring, governance and annual review

Responsibility for this plan sits with the Directors of Topp Tree Care Ltd. Carbon performance will be reviewed as part of management review and annual business planning. We will progressively improve the quality of our activity data, retain supporting evidence and use consistent calculation methods to allow meaningful comparison between reporting years.

  • Annual review and republication of the Carbon Reduction
  • Completion and validation of the first quantified organisational carbon
  • Year-on-year monitoring of fuel, electricity and relevant Scope 3
  • Review of practical reduction opportunities when purchasing or replacing vehicles, plant and
  • Review of progress against the 2050 Net Zero commitment and adoption of earlier achievable milestones where supported by reliable data.

7. Declaration and approval

This Carbon Reduction Plan has been prepared for Topp Tree Care Ltd and is intended to meet the structural and governance expectations of the UK Government PPN 006 Carbon Reduction Plan framework, with the emissions-data limitations for the first reporting year transparently explained above.

The Board of Directors of Topp Tree Care Ltd approves the company’s commitment to achieving Net Zero greenhouse gas emissions by 2050 at the latest and approves publication of this Carbon Reduction Plan.
